Yes, you can see a list of gift cards issued against a customer name in Gift Card > Gift Card Management, the Customer ID can be filtered in the column headings to show the Gift Cards for 1 Customer. The "Gift Card" feature is available in Tagrain on activation of the "Gift Cards and Credit Memo" plugin.
