Is there a prerequisite to work with Promotions?

Yes, to be able to define and run promotions, you must subscribe to and activate the plugin Offers, Discounts and Pricing Management. Upon activation you will see a separate sub-menu under the Inventory menu. You can navigate to: Home > Inventory > Promotion to open the Promotion List View Screen. Using this screen, you can Edit an existing Promotion or Delete an existing Promotion or Copy an existing Promotion to create a new one or end a promotion earlier than its scheduled end date. 
Plugins in Tagrain are either Subscription Based or License Based. So the price that you pay for your plugins is based on the number of POS terminals that you have in your setup and the number of licences that you have acquired.
There will be no change in your subscription amount in the current billing cycle if you are only deactivating the Offers, Discount, and Pricing Management plugin AND not updating your Store / POS count.
